The Office of the Accountant General of the Federation (OAGF) wishes to clarify its role in payments for projects and programs implemented by Ministries, Departments, and Agencies (MDAs).
In response to recent media reports regarding a payment request from the Ministry of Humanitarian Affairs and Poverty Alleviation, Dr. Oluwatoyin Madein, the Accountant General of the Federation, emphasized that the OAGF does not make payments on behalf of MDAs for their projects and programs.
Dr. Madein explained that allocations are released to self-accounting MDAs in accordance with the budget, and these MDAs are responsible for both the implementation of their projects and the corresponding payments. While her office received a payment request from the Ministry, it did not execute the payment.
The AGF outlined that payments for such projects should be processed by the respective Ministries as self-accounting entities. Importantly, she stressed that no bulk payment should be made to an individual’s account in the name of a Project Accountant. Instead, payments are expected to be sent directly to beneficiaries through their verified bank accounts.
In maintaining a commitment to transparency and accountability in public finance management, Dr. Madein urged MDAs to consistently adhere to established payment procedures and ensure due diligence in financial transactions.
